In accordance with the Notice of Guangdong Provincial Department of Finance, Guangdong Provincial Department of Education, Guangdong Provincial Department of Human Resources and Social Security, Guangdong Provincial Department of Veterans Affairs, Guangdong Provincial Mobilization Bureau of the Guangdong Military Region of the Chinese People's Liberation Army on Printing and Distributing the Measures for the Management and Implementation of Student Subsidy in Guangdong Province (YCG [2021] No. 1), the Measures for the Implementation of National Awards and Grants in Guangzhou Huali University and other documents, in order to do a good job in the evaluation of national awards and grants in 2024, the relevant matters are hereby notified as follows: 

1、 Time schedule 

（1） National Scholarship, National Inspirational Scholarship 

Before September 30th, the college will organize student applications, internal review, and public announcement of the results, and submit the preliminary review results. 

Before October 11th, the Student Financial Assistance Center will organize the review of materials submitted by the college, hold a national scholarship and national inspirational scholarship evaluation meeting, submit the preliminary list to the school's national scholarship evaluation leading group for approval, and publicize it on campus for 5 working days. 

Before October 18th, the school will submit the audit results to the Provincial Department of Education. 

（2） National Scholarship 

Before October 25th, the college will organize students from economically disadvantaged families to complete their applications, and the results will be reviewed and announced within the college. 

Before October 31st, the Student Financial Assistance Center will organize the review of materials submitted by the college, hold a national scholarship evaluation meeting, submit the preliminary list to the school's national scholarship evaluation leading group for approval, and publicize it on campus for 5 working days. 

Before March 9th, the school will submit the audit results to the Provincial Department of Education. 

2、 National Scholarship Award Standards and Application Conditions

9. Personal presentation video (in MP4 format, shot horizontally, duration: 30-60 seconds)

11. Personal award certificates, academic achievements and other supporting materials (electronic version, award certificates are named in descending order of level. Naming format: 01. National Scholarship Honor Certificate, all certificates are placed in a folder in the format of pictures, named "Campus College Name").

4、 Other requirements 

（1） Effective promotion and correct guidance. Each college should organize students to carefully study the relevant policy documents and evaluation notices of national scholarships, and organize students to apply for them; Carry out publicity work to ensure that students are well-known, convey the care of the Party, government, and schools for the vast number of students, and provide students with integrity education and correct guidance. 

（2） Strict review procedures. Strictly follow the principles of openness, fairness, and impartiality, and organize the review work according to the prescribed procedures. Reasonably allocate quotas, strictly adhere to evaluation criteria, and strictly control the recognition of students with learning years, academic performance, outstanding performance, and family economic difficulties, effectively selecting students who meet the conditions. During the review and public announcement process, pay attention to information security and protect student privacy. During the selection process, teachers and students who participate in the work must be strict with themselves and strictly prohibit accepting improper practices such as treating guests and giving gifts, and making private promises; It is strictly prohibited for inappropriate behaviors such as private decision-making and covert operations by the group. 

（3） Submit materials on time. Each college is required to submit relevant materials on time according to the requirements. The materials should be in both paper and electronic versions, arranged in sequential order. The grade professional evaluation form includes all the information of the applying students, and the materials such as the national scholarship application approval form for students who did not pass the initial review are separately attached at the end.
